Windows has a lot of extra bloat that slows it down, and on the Steam Deck you want to take advantage of every iota of performance you can, Steam OS/linux is great for that - and you will also have access to all the customization and improvements Valve is constantly adding to make the Steam Deck better. Some could have no difference, while some could be run better on steamOS or better on windows. I would imagine it will depend on the games. Don't be scared of linux =) Really Valve's version of linux on the Steam Deck is the best way to go, it will take a little bit of effort if you want to dig into setting up emulation and such, but it's worth it for the increased performance you will get out of the Steam Deck. 2- About the performance of the games, hard to say.
